I continue to enjoy your intriguing story. Obviously Dawn doesn't find her way home, but I look forward to finding out her life in the X-Men's universe. I also really want to see her find out what happened to her memory. Nice job with everyones' personalities.

The Tower, and the ending of the Glory Arc?
It's an honest thought: What if Dawn (or Buffy) had honestly gone THROUGH the portal to elsewhere, thus not living in that world anymore and satisfying the spell?
(another option would be Faith showing and going through for real or dying, but one of the Mistaken Identity drabbles has that handled, I think)
You haven't said if Dawn remembers Glory and the Tower. I can make a argument that she did, but that something else had caused this traumatic amnesia. Put simply, since it's just shy of three years later, if the time passes at equal speeds, the Potential Slayers just got awakened, and many promptly died.
If Dawn is a Summers by body yet remains the Child of the Slayers, having then losing that many new parents in the spiritual sense can create a VERY strong shock.
