Kakashi and co. would be a LOT more concerned than this if a stranger randomly fell out of a portal into the village. For all they knew he could have been an enemy ninja/the beginning of an invasion force. This casual attitude that they take is insane. Maybe Naruto's dumb enough to do that, but Kakashi? Why make characters OOC? It wouldn't be that difficult to have the same plot and have everyone be in character.

Oh and the naruto world DOES have televisions/vcrs/walki-talkies/electricity etc.
