There are so many things wrong with this story...
Halfrek wouldn't kill the abused children. At least, I can't see her getting them killed on purpose. She's trying to serve Vengeance against the parents (and other abusers) whom abuse the children, not get vengeance against the abused children. :P I'm sure she's killed her number of children, and adults, but I doubt she ever really meant to have the abused children themselves get killed. Horribly maimed psychologically? Sure, but not killed.
I could definitely see how things could go wrong, too. Meteor radiation killing them instead, meteor freaks completely destroying their lives (and Smallville's life) before Kal-El comes into his power(s), many things like that. What I don't see happening as a result of that wish was what was described here, mainly them being killed immediately after the wish is made.
It's your story though, and I liked the premise, and how it started, just not the end.
