I definitely think Xander needs a new lawyer. Xander also needs to surface from his shock and put a few numbers together. Daniel was born in 1964 (I don't know about other states or countries, but my birth certificate includes my parents's age at my birth), so he was a father when he was 17. Children born to children at that age are most often given up for adoption. Just because Daniel has since bettered himself from being a foster child lost in the system, what he is currently isn't what he was when Xander was conceived and born. I can see Daniel doing anything he could to keep his child from being dumped into the same system he'd been shoved into when Nicholas Ballard refused to release rights so that Daniel could be adopted when he was 8 after his parents were killed. If that required signing off on release of parental rights so Xander could be adopted, I can see Daniel choosing to make the decision. This is a pretty good start to a story, you're characters are well written and act like themselves, and i'm curious to see what else you do with it... However, i don't mean to be nitpicky but the premise you're basing your story on is pretty inaccurate... You don't need your birth certificate to renew a drivers license, only to get one for the first time. A better situation to use might be that Xander needs to get his passport so that he can go abroad for work with the Watcher's Council. The other thing is that you don't need a lawyer to get a copy of your birth certificate... in California, you fill out a form and send it and $14 to the CA office of vital records, or you can go to the county of your birth's office of vital records and apply in person for a couple dollars more. I believe you can get a lawyer to do it, but I don't see why anyone would... Anyway I hope you find this information useful and keep working on your writing!

I don't exactly know how the United States legal system works, hell, not even MY legal system, so I just went with what first came to mind. :-) I'm really busy right now - high school SUCKS - so I might not get to it all that soon.
