Maybe you could do a series of one-shots where Xander is given to new fathers in different realities.
Like maybe Firmus Piett or Maximilian Veers in the Star Wars universe. Okay...maybe not Veers, he wasn't a very affectionate father from what I've read.
Or the Riddler from the 1966 Batman TV series. I've always wanted to see a crossover between Buffy and that particular show.
Or Loki from the Marvel Universe. Since he and Janus are cousins of a sort anyway it'd be more along the line of a family favor. Loki would be too busy looking after Xander to make any mischief of his own, and his wife Sigyn would gladly help him out.
Or take him to the DC comic verse and take your pick. Personally, I think that Wonder Woman would be a good choice. She loves children and is very nurturing. She'd also teach him to kick butt more effectively as he got older.
Maybe her version of the Roman gods could give him a few gifts, along with some from Janus.

If the PTB were removed from power and punished then why would xander have to be exiled?

Becasue Janus made a deal with the other Gods to save Xander becasue he could not reverse what the Power That Be did. It would be very bad for Janus and Xander if Janus broke his deal with other Gods
Oh you have to do the whole childhood/growing up thingy!!! You must, you must. Thankyou for an enjoyable read. This was a pleasant beginning (hint hint) to a great epic tale. My regards to you
