Please, please, please continue this. It's a very interesting and promising premise.

You don't think very much of Buffy, do you?
It was a good story. But, I doubt Buffy would ever intentionally be that callous towards Willow, IMHO.
And yes, I REALLY don't like how you portrayed Buffy... It's not a direct criticism, per se; it's just you make it seem like Buffy would just thoughtlessly say kill them for no reason, and Buffy isn't like that (the Riley thing in 'Out of the Woods' notwithstanding).
The whole of the Dalek race needed to be killed off, because they would always come back, badder and more hell-bent (if you'll forgive the expression) on destroying human/alien-kind. That's how they're wired, so I don't think Buffy was in the wrong.

That said, I'm of a mixed opinion of this story. On the one hand, I enjoyed it; but on the other hand, I don't like how callous you made Buffy seem.
And forgive me, but I think in the entirety, Willow (and the others) so owe Buffy for dragging her out of Heaven in their misguided selfishness to have Buffy back- not because they needed a slayer there to protect Sunnydale- without even ATTEMPTING to see if Buffy really was in Hell.
I mean theoretically, Giles could have had the Watchers Council work on getting Faith released from prison to resume her duties as the Slayer, when he went back to England.
Because, I gotta say, that if Buffy had really been in hell, then I'm of the opinion that her body would have gone into that particular hell dimension as well ( like Angel's did in S2, Ep22: Becoming pt2; and when Buffy did in S3, Ep1: "Anne").
And then there was the whole kicking Buffy out when they didn't like her decisions as "The General" they all wanted her to be in Season Seven.
So yes, in the grand scheme of things, I think Buffy wasn't wrong or bad. And I don't think Buffy would EVER use the guilt trump card, because God knows there were plenty of instances when she was the wronged party, and she could have. The Scoobies are good at pointing out Buffy's faults, but they don't seem to like it when she even remotely mentions any of their shortcomings...
