As much as I wish I could be more positive, the only thing I can really say I liked was the "What if Jenny in Doctor Who regenerated when she died?" part of your summary. That, worked into a Buffy cross in ANY reasonable manner would be something I've never seen before.
However, this manner definitely isn't reasonable. Too much Charmed crossover drowning out the Dr. Who elements. You might as well have taken Ukyo from Ranma 1/2 or Hermione Granger from Harry Potter, given them dye-jobs, and made them Buffy. It wouldn't have felt any different... and that's a very bad thing.
As is, it feels like a Charmed fic with Buffy elements lazily crossed in to make it eligible for this site. In fact, I get the impression that if I'd watched more Charmed, this wouldn't really feel like a very good Charmed fic either.
Characters and plot elements are defined by what they DO, not what you name them. A character doesn't become "Paige" or "Buffy" or "Jenny" just because you slap a name on them. Names just prime the readers' expectations so you can either pick up their character where canon left off. If your writing doesn't smoothly pick up from canon and spend appropriate time easing in any changes, then you're better off just admitting they're an OC and giving them an original name, rather than annoying the reader with out-of-characterness.
I'm generally pretty easy-going about what I'll read but, if I spent the second through sixth chapters of your story confused and waiting for something interesting to happen, it's too late. People will just go read something that knows what it's doing from the beginning, rather than wasting their time hoping the author will finally get things in order.

I love this story. It was really sweet how it ended. Overall I thought this story was well written and I found myself re-reading it even when I remembered the chapters, it's that good.
I hope you write a sequel! I want to see Jenny/Buffy reunited with her father and how Dawn gets tied in with everything and possibly meeting Captain Jack. OH! And does Buffy end up with this Chris (as in he doesn't die this time) or with Baby Chris's future self (because time-traveling Chris died) or somehow with neither.

I'm feeling the phrase 'out of the frying pan, into the fire' is pretty appropriate for Buffy right now. I just hope that this version will tell the others to stick it if they give her too hard a time. Yes, they have the right to be upset, but they don't have the right to make her pay forever.
I've really been enjoying this story so far. Having Jenny be Buffy was a cool twist. Charmed with Chris was my favorite season of that show. And that was a nice season 5 tie in with the crack in time. Keep up the good work!

yikes, so she's a Time Lady, and a slayer... weird to think that if she gets 'killed' she'll just regenerate with a new face etc. All we need now is for the Doctor to show up. Chris' time travel to the present might attract his notice, he really doesn't like anybody else doing that kind of thing...

Still kind of cool, but doesn't seem to have found its characterization voice yet, with the layers of Buffy/Genny's (generated) existance. There's also a public domain character called Jennny Everywhere that's a lot like Dr. Who, or so I have heard.
