cool story, though it's moving a bit too slow for my taste. I'm 6 chapters in and still confused. But I just have one quick correction to make.
"Wille", in German, is the noun "will," not the verb. They're different, I'm afraid. So your translation is off. It would be more accurate to say "du wirst toeten" (you will/shall kill). If you were using an online translator, I would suggest you switch to using an online dictionary like dict.leo.org and make sure that it's the right part of speech.
Other than that, though, I'm intrigued by your story. Please update again soon with the answers to at least some of the questions you've created.

An interesting premise that raises a lot of questions about Rupert's real past and which came first, his growing up in London and becoming Ripper and then becoming a Watcher Researcher before something happens to make him a Time Lord (Willow oops?) or was he from Gallifrey originally? A real thought inducer, well done.

I don't care what else is going on in your life, just continue this. The dark aspect of Giles as a Time Lord is more than enough to make me interested but this little teaser of a chapter has got me wanting more. I really hope that you plan on going with this. So many ways this can go and I want to see it. I assume Rose as the assistant or have you not decided yet? Either way, great job with that bit and hope to see more soon.

I still prefer the idea of the Ripper being the Valeyard- the Doctor's future evil self; read the Seventh Doctor novel "Matrix" for more information on that topic-, but the central idea here DOES sound like it could be interesting...
