Interesting concept I look forward to reading more.

Having played the game I would think that you could make his abilities start out higher than most demons (perhaps around the same level as ADAM form S4) and then develop from there.
Of course the speed at which they develop would be restricted by the opponents he faces; with most of them (vampires) being by his standards very weak (even with his own drastically weakened abilities) his powers would develop very slowly with occasional bursts of improvement after particularly tough battles.

Another element in how powerful he is depends on what weapons from the game he has, he will of course have his sword but if he has all of his other weapons it'll be even harder to come up with worthy opponents. It might be best to restrict him to his sword and maybe the gun for longer range.
As for worthy opponents the best thing to do would be to occasionally have a more powerful demon turn up specifically to challenge Xander/War for some reason which you could integrate into the story.

It appears that War's abilities evolve during the game.

"Although War is initially limited to the use of War's two-handed sword, Chaoseater, he will obtain other weapons through the course of gameplay..."

"At a later point in the game, War gains the ability to summon a fiery horse that provides faster movement and much more powerful attacks in open areas..."

It's basically up to you as the writer how quickly Xander evolves. Example - for Halloween, War(Xander) summons the horse. Post Halloween - War tells Xander that accessing War's abilities beyond a certain level will take time.

I've never played the game, but I am familiar with it. Xander as War would definitely be interesting.

The problem is that War is much to powerful for the Buffy-verse. I am not such a good writer that I can do much with this as a story, I am hopefully for two more chapters, but after that?
