He wants to know, but he doesn't need to or even really have a right to. Too bad for Gibbs. That was my only problem with the show, love it, but sometimes I just want someone to remind Gibbs that he is not the be all and end all of justice. Sometimes he really needs to just understand his place. Especially with his history, he really doesn't have right to know everyone else's secrets.
