Killed 3 people? Even in wizarding society that's a big deal. Might be a good idea not to mention it in casual conversation. They need to go to Dumbledore & admit only to having a problem where she needs blood. Odds are Snape will end up supplying her with a potion of some sort--variation on the 'blood replenishment' potion, maybe?

Her meeting Connor could be very interesting. Hopefully before he goes completely loopy.
* If they were not rescued, I bet after another week or so, rather than starve, she'd have come up with the idea of using magic multiple times. Yes, expulsion but at some point Aurors would have been dispatched, thinking they'd need to obliviate all the muggles they must have been doing magic in front of them. They're very young-- if they told some adults about what was going on, something might have been done about it.

Unbreakable vow? And open-ended, too. Ouch. "everything possible". But at least year one is over, and she's the Sly. Princess. Now back to the Dursleys. Hm, if some house elf did magic & provoked a letter of reprimand....which of them would it go to? Would they just assume it was the 'bad' sibling? ie the slytherin one? If the Weasleys stage a rescue, do they take her along? And all that stuff.

THAT should make things interesting in the long-term...

On that topic, interesting take on her attitude you've got here, I have to admit; she kind of reminds me of her 'uncle'/'nephew' (Depending on how you want to consider her relationship with Spike), in that both of them weren't actively heroic for the sake of helping innocents but more for the sake of protecting the people they care for.

Here's hoping that's enough to stop her adopting some of Slytherin's less positive traits...

Here's hoping it doesn't take Harry TOO long to get over the issues raised by that sorting decision (Maybe Cassi will be able to start a 'revolution' inside that house, given that she's already shown she considers Malfoy to be an idiot)...

It'd be amusing if Darla was a pureblood or halfblood, giving Cassidy a relationship to a current family, could be fun if she's half Malfoy or some such. Or a Prince.
So Harry's Not Happy about Cassidy in Slytherin? He'll get over it eventually but it might take a while, I'd think.
Hey--just occurred to me. Maybe one of the ghosts at Hogwarts knew Darla when alive? That'd be weird.
Got to wonder how Snape will react to her in his House. I can see him awarding her points while taking points from Harry, that wouldn't help them reconcile at all.

Quite interesting as a setup. I liked the parentage potion revealing the parent's names. Not enough to ID them, but later on, Angel might make the connection, or someone else might. Huh, wonder what happened to Justine when she realized she was far in the past? Probably not something you intend to write about but it's interesting-- she might know enough of the future to become wealthy on stock investments, heh. Most importantly she's going to be very focused on trying to prevent her twin sister's death by vampire, but will likely fail as it would create a paradox. Or something. Might show up again when Holtz/Connor return, though. (as a way for Angel to find out where C. is)
Anyway--I'm glad Cassidy is a wand witch, makes it all easier. Wow, just imagine a very pissed off Angel showing up in the area looking for her. And only Dumbledore & Sirius know... though it helps that she kind of does.

If Angel's not warded off by the blood wards or Lily's protections (and he shouldn't be--he's still blood kin to Cassidy and has no hostile intent toward his daughter, the only differance is Angelus would try to raise her as an Aurelian), then I expect a truly gruesome fate will lie in store for the Dursleys, should be behave as in the canon, much less the fanon...

Even without your reference to the Angel/Fred bond- I always thought that they had an excellent connection that I wish could have been explored a bit more; I've seen them as everything from lovers to a father/daughter bond (Although that last was in an AU where Fred was only seven) and it's always been interesting-, I'd be keeping an eye on this one; it DEFINITELY looks promising (Although that doesn't mean I wouldn't like to see a bit more of that story you did where Bella Swan was the THIRD Slayer)...
