This is hilarious. :D I find the FAA's behavior pretty much in-character, even though it's not...a person. It is hysterical that Superman would have to go to Mexico to get the proper documentation. How funny!

Poor Clark, but if he's very careful about what he does, where he goes, and maybe keeps very good track of how long he is anywhere, he can avoid taxes everywhere. In the US, if you spend more that 9 months out of the year working outside of the US for another country (or some such, I can't remember the exact wording) you don't have to file taxes. But you know what, let him file taxes. The tax on 0 is 0. He may actually get some hardship refunds in some countries because of his low income status. Or the US could just finally get their act together and put him on the payroll, maybe make him a freelance member of Homeland Security and just pay him at a certain scale for each type of event. They could create a special position just for him, it's happened before for far less beneficial purposes. And at certain levels of government, they could actually just declare him a citizen and issue him naturalization papers. Someone just doesn't want to be the one responsible for giving something to an "illegal alien." Also, with his home planet destroyed, I think his best claim might be refuge status.

I'll vote that 'best line' of the story.
I recall one or two Superman comic stories about overly-enthusiastic tax collectors after him, but you opened up a whole tier of public servant posses in this one!
Yeah, this fits today's power-grabbing idiotic bureaucracy culture. Responses: ICE: Adopted by Americans. I must decline to provide their names, as I have enemies who might harm them to get at me. IRS: PROVE IT! Alien Artifact Law: I am an American citizen, and that law was enacted after I arrived. FAA: Purview extends only to people using flying VEHICLES, not beings who can fly without aritificial means. Also, when rescuing a plane, I am still not PILOTING said airplane, so that is not applicable.
Raised an American, benefiting America. I can leave and you can lose the prestige, and benefit. Also, Clark Kent is NOT an approved agent for such notices, so any notices he alleged you sent were not properly delivered.
