Loki's not really offering any deals here - he's simply letting Cordy know that Whistler and his associates have a well-hidden agenda that they're not letting their intended pawns know about, and that agenda is not going to be conducive to a long life for said pawns.

He's just as interested in screwing things up for the PTB as he is in improving his own situation.
