Okay, this guy is definitely certifiably nuts if he thinks that he's going to force Ripper to turn over control of the Council to him and his minions by kidnapping and abusing Buffy. He obviously doesn't realize just how dead he is, already, just for kidnapping her.

So, we're talking Rogue ex-Watchers, maybe, or ne'er-do-well relatives of former Watchers, presumably trying to use Buffy's life as leverage to gain control of the Council and/or the Council's financial assets? Very creepy!
