Babidi did not create Majin Buu; his father Bibidi created Majin Buu. Babidi merely revived Majin Buu.

Actually, it was Bibidi, Babidi's father, whom created the "Pink Demon of Chaos and Destruction" known as Majin Buu. Bibidi only worked to release him, then was killed by "Fat" Majin Buu (what resulted when the "Original" or "Kid" Majin Buu absorbed the Supreme Kai of the South and the Grand Supreme Kai) when Goku asked why Buu even listened to Babidi since he was vastly stronger than the diminutive wizard. In Hell, while publicly boasting his "responsibility" for training Buu to the other deceased villains and King Yama's ogres; inwardly, he was livid and cursed Buu and cheered on Goku in defeating and destroying his father's creation.
