Would lose their powers as in, the Elders would remove them? Those Elders were worse than the Watcher's Council in some ways.
As I recall, Paige had figured out the Halliwells were her birth family before the events of the first ep with her in it, so she might know more than Pru realizes. Just not the supernatural angle.
