Huh. Nice try by the US govt, but I have to wonder how it'll go. The Scoobies/Institute were probably okay acting with/for the BAU because the BAU wasn't trying to use them in any official capacity, and in fact didn't even know that was a possibility. Anyway, very interesting! Dare I hope to see more of this some day?
