You're correct. There is no proof available to prove one way or another that he was responsible for even one of those injured, let alone Willow's death. Of course, it won't keep from thinking the worst.

I will get this out of the way: I dislike (not hate) this fic because it's a horrible tragedy, and I'm not depressed or angry right now. Nor am I very good with bad ends in general, since I see quiet a few of those in my life already.
However, the premise and what he will do afterward are things that I find interesting, so I can't say it's a bad fic--it's just not to my taste since I prefer some sort of "happy ending" even if that happy ending requires a dark path to be followed before trying to get there, or some tragedy to happen.
I am curious if he will take his own life, get turned, and/or become suicidal in his attacking of vampires. Maybe even try to get himself sent to a Hell dimension. Or if the "Higher Ups" (or whatever the powers are called) try to do something about this.
So I give this a 5 out of 10 because, though I dislike it, I can see it going many different ways, and not all of them are horrible. Especially considering some of the things out there in the Buffy-verse.

I ended it where I did because I didn't know where to take it myself, though I don't think he'll off himself but more likely try to make amends to those injured even there is no proof one way or the other that it was his rifle that caused those injuries. If someone wants to follow one of the vaious paths I won't mind.

Eh only the hell mouth could have so few bullets cause so much dmg and people so close to Xander. Though to be fair a bullet falling back down lacks a lot of the velocity needed to cause too much dmg, bullets are hardly aero dynamic or that heavy. Imo it would have to hit an awfuly soft part of the body to do more than bruise and puncture the skin.

Bullets on a ballistic trajectory can cause injuries and fatalities over great distances. Now, if you shoot them straight up, or very close to straight up, then you are correct that even puncturing the skin is unlikely. Mythbusters proved that on one of their episodes. That same episode also talked to doctors who have treated people who were struck by bullets fired in the air on a ballistic course and in some cases killed by those bullets.
BTW - Ballistic trajectories are what Naval Guns and Ground Artillery use to lob shells at their targets. Being a former Naval Gunfire Coordinator for the 3rd Marine Division is how I know these things.
