If it wasn't obvious, the two that didn't get dominated were Faith and Buffy the Vampire Slayers. The Scythe spell being used to piggyback domination of the Slayers would have no effect on them as they were never empowered by said spell.

Evuhl! I hope Buffy and Faith (I assume they're the immune ones, since they were called independently of the Scythe) are able to thoroughly thwart Loki's plans and give him a good paddling for being such a very evil, naughty, 'puny god' (or get Hulk to paddle him, better yet).

Kennedy would have been stubbornly fighting the influence even if she wasn't a Slayer.
As for Loki, having the hand holding the Scythe cut off would turn reluctant allies into revenge seeking foes who would take their rage out on him and his remaining allies. He needs to read the Evil Overlord's Handbook.
