...what? Why is Tomanak doing a Bahzell impression? He's not in the habit of that sort of depreciation. He's not arrogant about those titles but he does take them seriously. They aren't poetic license said to inflate his ego, they're his job description. Nor would he be insulting priests, particularly his own. They may not be as important to him as his Champions but they do play a role and he respects that.
So why is Tomanak so far out of character? It's quite jarring.

I doubt it. Tomanak is likely right, and the First Evil is in fact Phrobus. This is not to say he's not using Krahana's tactics as a beard.. he would do that even if it is him.
Truth Bender fathered Krahana, and he'd set her up as steward over that world should he pull off this land grab. As is his nature, of course, corruption is the method and truth is to be found if you can weed out the bullshit.
Phrobus himself was the first to turn to evil in the Orfressan pantheon, and his actual name was stricken from all mortals. Phrobus just means truth bender, whatever name he had before has long since been lost.
Phrobus, as with all the Orfressan Gods, may appear *briefly* to his followers or foes, but exerting himself directly tends to break reality the way the Hulk broke Harlem.. Instead, champions are empowered (like Caleb) and twisted servants from other worlds may be summoned..

Yep, that sounds exactly like the kind of thing happening here. And sometimes telling most, but not all, of the truth is even more effective than lying would be in a particular situation.
And why would the First Evil even consider exposing itself to any possibility of danger, if it can have someone else take its place?

Not bad. Minor nitpicks - you meant Sothoii in the first chapter, and Xander is being much too subservient, even if he has become one of Tomanậk's champions, which isn't spelled out.
Edit: No, you meant Sothoii, and I meant the second chapter. here:

I never said that you you had called him a Champion, I said If. And Xander has never been that "polite," in his life. He shares a character trait with the Hdrani, although he makes even more fun of those he doesn't respect.

No, I meant Norfressan, since that is one of the languages mentioned. Sothoii is simply another one of the languages encountered.

Ok, I don't know how I missed the first chapter of this, but I'm definitely hooked. I absolutely loved the stories of "Bahzel Bloody-Hand" and can not wait to see this continued.
I both anticipate and dread the possible introduction of Hradani to Sunnydale. The possibilities are....intriguing. If Bahzell shows up, I'm pretty sure the Gang, Buffy at least, will get to experience the wonder and awe of a Hradani in the grip of the Rage.
I think you've done a great job with this cross so far. Here's hoping for an update soonish.

Oh yes, I'd definitely say that things coudl get quite - interesting - if and when any of the members of the Hrandani chapter show up in Sunnydale. ;-)
And any of the Hrandani can go go into the Rage. Bahzell is simply currently the one who has the best control of this 'gift' they all possess.
