Pretty good explanation. I always have thought that one of the weaknesses of Supernatural is that they ignore so much else that supposedly goes on. Now it is most likely that it is based on an alternate Universe that does not have a slayer.

I like this, one of the better/best "John knows about the hellmouth/slayers" explanations/crosses I've read. The whole thing is really well handled, I like that it's about The Council, not the Slayer, which is kind of how it would be. The scene itself was touching too.
Also, Small typo, you've put "jailbail" rather than "jailbait", confused me for a second.
