Yes, Dawn's height and complexion are different enough from Buffy's that you can't even consider saying that she's a clone.

Which means that someone else's DNA was added, and given the emotional support Xander was always providing Dawn in canon, made him a very reasonable possibility.

Besides, having Dawn find out her former crush is actually her father is just too good an opportunity for embarrassment to pass up. ;-)

I've got a couple possible plot bunyips nipping around my ankles, but I'm not sure whether I'll incorporate them or not, since it might unduly complicate things for this fic.

There's also the possibility I just might make them full stories in their own right, so my muse hasn't made a final decree, yet.

You sound like you have a much nastier fate for Mr. Summers in mind than my usual "died in the Madrid train bombings".

I've got a couple possible fates available to explain what happened to him, and I just haven't decided which one actually occurred.

Maybe it's just me but NCIS and their "friends" are digging around in things that parts of the government higher in the food chain have classified. Things that are supposed to remain unseen and unheard. People who start digging around on the edges of things touching on classified material like that tend to get the attention of those who classified it in the first place. Who send someone to tell them to stop or they will spend a long time in Leavenworth or equivalent.

Wonder if they'll find Hank Summers in somewhere like Thailand where child sex is available? Won't help with this investigation, but anything that would inconvenience a guy like that isn't all bad.

Nothing was ever said in canon about Tony Harris's money, and it's something I threw in to make things interesting. The actual explanation is that Tony happened to hit it big around that time in some illegal poker games, but it was only for a short while, and he never was anywhere near as fortunate since.

Now of course come the really complicating factors of timing.

If Dawn's physical body was created at that early date then HOW would they know about Xander being one of those with her when she became a slayer?

BUT if they took the samples when she was in Sunnydale it is possible.

DNA has no real timing factors involved from what I recall. It is or isn't without regards to time.

I can't see the monks as ever considering using Angel's or Spike's DNA, though, since they were both vampires, and therefore dead bodies for the monks' purposes.

I'm not clear on why both Summers parents had encrypted NID files, unless it's part of the whole "slayer secret" thing....? Also, Dawn was of course created magically, apparently from Buffy & Xander, so their whole '5 year old mother' thing is just them not realizing it. I think.
That Xander is Dawn's father is really interesting and will be a huge surprise for him. Boy will she feel bad about wanting to be his girlfriend when she was little.
Digging into their backgrounds will set off a lot of alarms, and not just at the NID, I would think... and since "NID" is involved that means SGC might get involved at some point...

Buffy's and Xander's files (as well as Willow's and Giles' files, too) are all encrypted because they were involved with the Initiative. Not that anyone with any knowledge will ever admit that such a project even existed. ;-)

And given the way the monks' spell worked, it seems to have provided all the necessary data and documentation needed to prove Dawn actually was born when she supposedly was.

Yes, Xander being Dawn's father could provide a lot a lot of fun in the future, once that fact is revealed. ;-)

And poking around looking for information on encrypted files has the chance of causing a lot of people to suddenly start looking at who's doing the poking around. Which isn't necessarily something you want to have happen. ;-)

As I recall, the most notable example of a 5-6 year old giving birth was a South American girl, who suffered from a disorder that caused her to mature early.
