It's unlikely that Willow will meet Booth in person in this one. She may catch a glimps of him over the computer and there might be a chance that they meet at the very end, depending on how that scene plays out.

Interesting set up. It's much more plausible than the usual secret relative stories. But if the government feared what people might discover in Sunnydale, couldn't it just declare the area unsafe. Besides the Scoobies already know who died. Still, I'm looking forward to Willow's encounter with an Angel look-alike.

I’m glad you think the set up’s interesting. In response to your comment, remember the Initiative was a super secret military organization. That means that only a very small branch of the government associated with the military’s secret projects would know about it. That fraction wouldn’t have enough strength to keep forensic teams out without casting some suspicion on why. The vast majority of the government (and military) assumes that it was a freak accident that sunk Sunnydale and want to give the people who lost friends or family in it some closure (yes Sunnydale was basically a Ghost town when it happened, but they would do it anyway just incase some people refused to leave).
