Before Joyce died she spoke to Giles and trusted him with a secret that he should only tell Buffy when she was ready to hear it if anything ever happened to Joyce. Then after Joyce's death he didn't tell Buffy the secret he kept hidden untill all the slayers were in Rome after the First was dealt with.
