As far as Ivy and Harley go, well I won't go into details yet, but he will run into both at some point.

And Boles, well Xander said it himself, he has to watch out for this guy.

Arkham Asylum isn't a prison. The people there are supposed to get better. So that guy's speech is totally inappropriate. And it's hard to figure someone like the Joker wouldn't have killed him during an escape for being such an obnoxious stereotypical "screw"

From what I've read and seen Arkham is generally portrayed as part asylum and part maximum security prison. Particularly in the two sources that inspired this idea the most: the video game 'Batman: Arkham Asylum' and the mini-series 'Arkham Asylum: Living Hell'. As for Boles' speech, you're right, it is inappropriate either way. It's supposed to be and it won't go unnoticed. You'll find out how that plays into things in the coming chapters. Anyone who recognizes him from the game probably has a pretty good idea of what lies in Frank Boles future. Funny you should mention Joker...
