Lovely start to your story. You do a great Abby. I look forward to seeing where your story goes and just what Gibbs is going to do with another daughter. A living one at that.
Like all your characterizations, and you nailed both Willow and Abby dead on with the almost stream-of-consciousness chatter/babbling. ;-)
You also caught Tony pretty much dead-on with the 'ignoring the guy to focus on possibly flirting with the pretty girl, as long as she's not a suspect' aspect of his personality, and Xander moving to negate that immediately, since it's circumspect to the reason they're there, made me laugh. ;-)
I also liked how you showed Gibbs' stare didn't faze Xander in the slightest since, in a situation like this when he's supporting Willow, he wouldn't let anything bother him in the slightest if it might cause one of his friends any sort of discomfort.
Your description of Willow's parents' personalities is probably one of the most reasonable explanations I've ever seen offered, so kudos for that.

very interesting,most stories like this take place much earlier in Willow's life. Talk about having a lot to tell him once the results come in. So this is in effect very early in season 7; they might have blind/mute people with knives attacking people soon.. maybe the NCIS would get involved in that if a naval angle is involved...

You have good characterization. Your Abby is amazingly accurate and I can just see her and her lab as I read this and hear her talk its amazing. Your Tony what little there is of him is well written and really in character.
Your Xander Gibbs and Willow are quality fanfiction characterization.
Nice concept too. Top quality fic.
