Well, you have given a good reason for this version of Harry to be AU. Would he be nearly 10 now? Used to being male? In documented reincarnations the past life's memories start to fade at age 3. Would Buffy have been given a chance to stay aware of who she used to be?

People were throwing around powerful soul and blood magics that night--Could anyone have been surprised that something unusual and unexpected was going to happen?

Buffy's memories are intact, and solid, unfaded. Harry's is going to be a lot more aggressive and confident, thanks to the memories of a jaded 21 year old Slayer, but HE will still be uniquely Harry, Buffy Summers would just be another aspect of him. Not forgotten, but, well, you'll see.

And, actually, it's still August and he's going to be ten in a few weeks. The trouble that I'm having with the timeline comes from the original, one-shot, single chapter story that I tore apart and rewrote; it centered on the Dursley's and Harry's thoughts after ten years of living under the same roof with each other. Harry was eleven, and at Hogwart, and most of the Dursley's were at home (Dudley was egging cars and mugging kids for their candy.).

Buffy's powers seemed to be anchored to her soul. If dying the first time around, in the Master's cave, didn't shake them loose, then dying the second time at the tower, wasn't going to do it.

Awesome! I love the creepy and intimidating buffy\Harry you have going on here :) I wonder why Buffy is doing all the chores though? It isn't like they could force her and they seem to know better than to try to punish her unjustly...
