If he randomly ran into her on the street, he would probably not recognize her- after 20 years, she's changed quite a bit from the little girl he remembers. But by the time she arrives in DC, he's going to know who she is and what she looks like.

Not removed so much as assumed that Hemery would be unlikely to have archived the file of a student who was expelled in 1996 beyond the mid-2000s at best, so the most they'd still have on record was that Buffy was enrolled there for her freshman year. (Buffy's Hemery file followed her to Sunnydale, so it would have been destroyed in either the explosion at Buffy's graduation or in the collapse of Sunnydale.) It really doesn't affect much, it just makes Buffy's background look even more dubious to the NCIS team.

This is good fic. I like the Dawn/NCIS interactions in particular and I'm looking forward to seeing Gibbs and co digging into Dawns background and the reactions of the various Scooby and ex Initiative factions.
