Very good so far. You may want to re-read, there seems to be a word or capitalization missing here and there. The attitude is very similar to what I was planning for one of the follow-ups to my story 'Judge, Jury..'. Now I just need to decide if I will continue reading so I'm not influenced too much by this story. Keep it smart, you've got a winner brewing here.

Oh this is cool! What a novel idea. I really can't wait to see where you take this. I love the MI5 of competent muggles who are going to do what it takes even if the Ministry isn't. Very cool! And they'll be working with the Council. Looking forwad to the next bit.
